Ningxia Hui Autonomous Region, located on the middle and upper reach of the Yellow River in west China, covers an area of 5.18 square km, including five administrative cities like Yinchuan, Shizuishan, Wuzhong,  Guyuan and Zhongwei. It has a population of 5.803 million, of which a third or over 1.9 million are Huis. With GDP in 2003 at 38.5 billion RMB, up a 12.2% over the previous year, 3.1% greater than the national average growth rate, the Region is in a good situation of its overall economic operation which is developing at an accelerating rate.
Yinchuan, capital of the Region, serves as the Regional center of politics, economy and culture, including three districts, two counties and a city within its administrative area of 7490.9 square km in total. Of its population of 1.33 million, 357.6 thousand are Huis and 692.8 thousand live in its urban area. In 2003, the GDP amounted to 15.66 billion RMB, the local financial revenue to 1.609 billion RMB and the per capita net income of farmers to 3,078 RMB.
Ningxia Ningdong Energy & Heavy Chemical Industry Base (NDB for short), located in Lingwu, Yinchuan, is divided into two parts according to its planning: the Planned Part and the Part for Future Planning. While the latter covers an area of 2,855 square km, the former, within an area of 645 square km, is mainly made up of three mine areas like Yuanyanghu, Lingwu and Hengcheng, Shigouyi Mine, and the Heavy Chemical Industry Section with an expected area of 13.57 square km.
The NDB is expected to complete its construction in two lines: from 2003 till 2010 in Line 1 and from 2010 to 2020 in Line 2, including the projects in three dominant industries of coal, power and coal chemicals and infrastructure construction programs as well.
The NDB’s main objective is to develop it into a national key integrated base of thermal power generation with a capacity of tens of thousands of MW, coal chemical production of tens of MT and coal industry of hundreds of MT, forming its three pillar industries of coal, power and coal chemicals.
